He has been making a concoction he calls "A Little Loyalty", because it makes whomever ingests it, become loyal to him. Seemingly anyway, as long as they're under the spell.
He first mixes the concoction, then usually dries it out and grinds it into a powder.
This powder he can then get inside people by making them inhale it or eat it with their food or drink it with their water.
And then lo and behold, they act like people in a dream state, ready for orders.
This is what happened to Snuifie by the way. After ingesting some "A Little Loyalty", Snuifie became suggestible to Madman Uys' orders.
That is why Snuifie then turned a little crazy and started acting against Kevin, even though not long before that, Snuifie was still seemingly on Kevin's side.
And then Madman Uys' evil way of controlling people led to Snuifie's death.
